Indonesian Cocoa: A Buyer's Guide to Cocoa Powder and Cocoa Butter

A reference guide to Indonesian cocoa for buyers of cocoa powder and cocoa butter: alkalization grades, how a specification reads, and where EUDR applies.

Indonesia is one of the world’s significant cocoa countries, but not in the way most buyers assume. Its reputation was built on beans, and that crop has been shrinking for a decade. What has grown instead is grinding. Indonesia now has a processing industry large enough that it runs partly on imported beans, which shifts where the opportunity sits for a buyer. Indonesian cocoa today is as much a processed product story as an origin story. Where Indonesia sits in cocoa

For years Indonesia ranked third among the world’s cocoa producers, behind Côte d’Ivoire and Ghana, with roughly two thirds of the crop grown by smallholders on Sulawesi. That position has slipped. Ageing trees, disease pressure, and limited replanting have pulled output down through the past decade, and Indonesia has been overtaken in the producer rankings.

The processing side moved the other way. National grinding capacity now sits far above what the domestic crop can feed, spread across roughly a dozen processors, and much of that capacity runs unused for want of beans. The gap is filled by imports, which have climbed substantially over the same period.

Published figures for the crop vary widely between sources and move from season to season, so treat any single tonnage you read, here or elsewhere, as an estimate rather than a fixed number. The direction is not in dispute: the crop has fallen and grinding capacity has not.

One consequence matters more than the rest for a buyer. Cocoa processed in Indonesia is not automatically cocoa grown in Indonesia. That distinction is commercial when you are making an origin claim, and it is regulatory when you are buying for the European market. Both are covered below.

Cocoa powder

Cocoa powder is what remains after cocoa butter is pressed out of cocoa liquor and the residual cake is milled. It is traded under HS code 1805 when unsweetened. The powder we supply runs at 10 to 12 percent residual fat, which is the standard band for beverage, bakery, and general confectionery use. Higher fat powders, in the 20 to 22 percent range, exist for applications where richness matters more than cost.

Powder is sold by degree of alkalization, and that is the specification line that changes most between grades. Four are available:

Natural. Untreated, pH 5.0 and above. It keeps the cocoa’s own acidity, sits lighter and redder in colour, and tastes sharper and fruitier. It is the grade bakers reach for when the recipe leans on bicarbonate of soda, because the acid and the alkali react.

Alkalized brown. pH 6.2 to 6.8. Mild and rounded, with the acidity taken off. The general purpose grade for beverages and confectionery.

Alkalized dark brown. pH 6.8 to 7.2. Deeper colour and a smoother, less acidic profile, for darker chocolate applications and richer visual results.

Alkalized black. pH 7.8 to 8.0. Heavily treated and close to black. It is bought mainly for colour rather than flavour, and turns up in dark biscuits, ice cream, and bakery where an intense near black shade is the point.

Across the grades, the rest of the specification holds steady: moisture at 5 percent maximum, ash at 12 percent maximum, fineness in the 99.0 to 99.9 percent band, and a full microbiological panel covering total plate count, coliforms, yeast, and mould, with pathogens negative.

Cocoa butter

Cocoa butter is the fat pressed from the bean, traded under HS code 1804. We supply it natural and undeodorized, with free fatty acids at 1.75 percent maximum.

Undeodorized matters. The butter keeps its cocoa aroma, which is what you want in chocolate, where the fat carries flavour. Deodorized butter is the choice where neutrality is the point, in white chocolate and in cosmetic and pharmaceutical work.

The working specification: melting point 32 to 36 degrees Celsius, which is just under body temperature and the reason chocolate melts on the tongue rather than in the hand; iodine value 32 to 38; saponification value 188 to 198; unsaponifiable matter 0.9 percent maximum; refractive index 1.456 to 1.459; moisture 0.3 percent maximum. Shelf life is 24 months. The microbiological panel returns negative for enterobacteria, coliforms, E. coli, and salmonella.

Beyond chocolate, cocoa butter goes into cosmetics and skincare for its emollient behaviour, and into pharmaceutical bases.

How to read a cocoa powder specification

Five lines carry most of the meaning, and it is worth knowing what each one is actually telling you.

Fat content. Drives mouthfeel, richness, and price. Ten to 12 percent is the standard commodity band; 20 to 22 percent is the high fat option.

pH and alkalization. The main lever on the product. It sets colour, softens acidity and bitterness, and improves how the powder disperses in liquid. See below.

Fineness. The proportion passing the sieve. High fineness means the powder disperses cleanly and does not read as gritty in the mouth.

Moisture. Capped low because cocoa powder cakes and loses stability in storage when it runs wet.

Ash. Mineral content. Alkalized powders sit higher than natural ones by design, because the alkalizing salts themselves add to it. A high ash reading on an alkalized powder is expected, not a fault.

The microbiological panel sits alongside these and is a food safety matter rather than a quality grade.

What alkalization actually does

Alkalization, often called the Dutch process, treats the nib, the liquor, or the powder with an alkaline solution. It does four things at once: it darkens the colour, it mellows the natural acidity and some of the bitterness, it makes the powder disperse far better in liquid, and it reduces the flavanol content.

That last point is the trade off, and it is worth being straight about. The same treatment that makes a powder dissolve smoothly into a drink and look richly dark also strips out a good part of the antioxidant compounds that cocoa is marketed on elsewhere. If your product claims lean on flavanols, natural powder is the grade that supports them. If they lean on colour, solubility, and a smooth mild flavour, alkalized is the grade that delivers.

Compliance: where EUDR applies

Cocoa is one of the seven commodities covered by the EU Deforestation Regulation, and the scope reaches past the bean. Both cocoa butter and cocoa powder are listed in Annex I of the regulation, so processed cocoa entering the EU carries the same obligations as raw beans: the cocoa must be deforestation-free, legally produced, and traceable to the plot of land where it grew, with a Due Diligence Statement filed before it is placed on the market.

The phrase to hold onto is where it grew. EUDR follows the cocoa back to the ground it was farmed on, not to the plant that pressed or milled it. For processed cocoa that means the traceability chain runs behind the processor, to whichever farms supplied the beans, in whichever country they sit. Given how much of Indonesia’s grinding capacity now runs on imported beans, that origin cannot be assumed from the fact of Indonesian processing.

So we are not going to make a blanket compliance claim on this page. What evidence is available for a given lot depends on the bean origin behind it, and that has to be established supply line by supply line before anyone files a statement against it. If your market requires halal certification, specify it at contract stage. It is widely held across the Indonesian cocoa processing sector and is straightforward to confirm per consignment.
