EUDR Readiness Checklist for Green Coffee

This is a practical checklist for getting an Indonesian green coffee shipment ready for the EU Deforestation Regulation, the EUDR. It is a working list, not a statement of the law. For the rules, the scope, the country risk position, and the current application dates, the EUDR page is the source of truth. Read it first, then use this to get organised.

Work through the stages in order. Each item notes whose job it is, since EUDR responsibilities split between the EU operator or importer who files the statement and the origin side that supplies the inputs.

Stage 1: Confirm it applies

Confirm the EUDR applies to your shipment and to your timeline. Check the commodity, the destination, and the operator category against the current position on the EUDR page. This is the importer's call to make. Importer

Stage 2: Geolocation data

Obtain plot level geolocation for the land where the coffee was produced. This means coordinates for each plot, with a polygon mapping the boundary for larger plots and a point accepted for small ones. Origin side

Stage 3: Legality evidence

Gather evidence that the coffee was produced in line with the relevant laws of the country of production, covering land use rights, environmental rules, labour, and the other areas the regulation names. Origin side
Confirm the legality evidence is assembled at origin, in the local legal framework, and is documented rather than assumed. The origin side supplies this; the importer holds it to support the statement. Origin side

Stage 4: The Due Diligence Statement

Prepare the Due Diligence Statement, the DDS, which brings together the geolocation, the deforestation-free finding, and the legality evidence into the declaration the regulation requires. Importer
Submit the DDS in the EU information system. This is the operator's or importer's responsibility; it is the party placing the coffee on the EU market who files. Importer
Capture the reference number the system returns. That number travels with the consignment and is presented at customs. Importer

Stage 5: Traceability through the chain

Confirm the chain holds from the geolocated plots through to the shipment, so the coffee in the container is the coffee the data describes. Origin side

Stage 6: Document alignment

Check that the DDS reference and the shipment documents agree. The reference number, the consignment details, and the commercial and transport documents should line up. Importer

Who does what

In short, the EU operator or importer is responsible for the Due Diligence Statement, for filing it, and for its own compliance. The origin side supplies the inputs that make the statement possible: the geolocation, the deforestation-free evidence, the legality records, and the chain of custody. A clean shipment is one where the origin side has assembled accurate inputs and the importer has filed a statement those inputs support.
